In 1995, it was deployed to Bosnia, where it was exploited by NATO, UN, and US forces in over 600 missions.
By 1999, the Predator was in the air over Kosovo. The machine itself is an exercise in deceptive modesty. It is a derivative of the Gnat 750, powered by a four-cylinder Rotax engine that requires 100-octane aviation gas. It is a mid-wing monoplane with a slender fuselage and inverted-V tails. The air vehicle can be broken down into six primary parts and packed into a shipping container the government calls a "coffin."
There is a grim, unintentional symmetry in that terminology. The container is a coffin for the aircraft during transit, but the aircraft itself became a delivery system for coffins. To operate this system, the military employs a Ground Control Station (GCS) housed in a commercial van measuring 30 by 8 by 8 feet. Inside, positions for the pilot and payload operator are interchangeable, while a separate workstation handles the synthetic aperture radar—a Westinghouse 783R234 system that allows the aircraft to see through weather.
To connect this van to the aircraft beyond the line of sight, the system relies on the Trojan Spirit II (TS II). This is a Special Compartmented Information (SCI) satellite communications system consisting of two High Mobility Multi-purpose Wheeled Vehicles (HMMWVs) and two trailer-mounted antennas. This logistical chain—the van, the HMMWVs, the 20-foot dish—is what allows the US to project lethal force into "unsecured air space" from a safe distance.
The program's expansion was a matter of bureaucratic momentum. The Joint Requirements Oversight Council (JROC) concluded in February 1996 that the system had "military utility" and recommended the procurement of 16 systems. Funding for 13 of those systems, totaling approximately $118 million between 1997 and 2002, was secured.
The Navy attempted to bring this capability to the sea, but the effort failed. A "Marinization Study" completed on October 1, 1996, examined whether the Predator could be adapted for naval use. On January 29, 1997, a letter to Congress stated that the Navy decided not to develop a launch and recovery capability for the Predator from aircraft carriers or amphibious assault ships. Instead, the Navy opted to use the Air Force’s systems for data receipt and positional control.
