Soviet Navy Built 280-Foot Attack Boats at Five Submarine Shipyards

Western naval forces faced a calculated Soviet expansion as CIA analysts tracked high-speed attack boats moved from Leningrad to Severodvinsk.

A May 1968 intelligence report from the CIA's Directorate of Intelligence describes a calculated expansion of the Soviet submarine fleet, centered on the sudden emergence of the Admiralty Shipyard in Leningrad as a nuclear producer. The report, prepared by the Office of Strategic Research, notes that the number of Soviet shipyards producing submarines had grown from three to five by the mid-1960s, with four of those sites focusing on nuclear-powered classes.

By early 1964, the Admiralty Shipyard had entered the nuclear submarine construction program. According to the record, the yard launched "at least two, and probably three" units of a new class of attack boat between July 1966 and January 1968. This development was part of a broader strategic shift occurring between 1959 and the early 1960s, during which the Soviet Navy was granted expanded responsibilities, specifically regarding the role of ballistic missile submarines in strategic offense and the strengthening of defenses against Western naval forces.

280 Feet and a Streamlined Hull

The new attack boats produced at Admiralty were not merely additions to the fleet but represented a specific design evolution. The intelligence describes the vessel as being "about 280 feet long" with a beam of 30 feet. Its shape, which the report compares to the USS Albacore, suggested "high-speed performance." These boats were equipped with what the CIA identified as an "advanced sonar installation."

The identification of these vessels required a degree of forensic intelligence. The report explains that the first unit was first spotted at a support facility on Yagri Island in Severodvinsk. However, after comparing the images with photographs of submarines at the Admiralty yard in Leningrad, analysts concluded that the vessel had actually been produced in Leningrad and subsequently moved to Severodvinsk. This transit highlights the logistical coordination between the various Soviet naval hubs.

A 145-Foot High Bay

The transition to nuclear submarine production required significant physical alterations to the Leningrad site. The shipyard had previously erected a submarine assembly building in 1953 intended for the W-class program, but that program ended before any units were produced at that location. When the Soviet effort was revived in late 1962 and early 1963, the defunct W-class facility was doubled in size.

The upgraded facility included a high-bay section measuring approximately 125 feet wide and 145 feet high, featuring doors 55 feet wide by 85 feet high. To manage the massive components of the nuclear boats, the shipyard installed a transverser capable of handling submarine sections at least 70 feet long. The CIA noted that the arrangement suggested the high-bay section was used to assemble two submarines simultaneously, while other subsections were assembled in the remainder of the building. Launching was handled via a floating dock.

The Icebreaker Lenin

Leningrad's pivot to submarines was not a leap into the unknown but an extension of existing nuclear expertise. The Admiralty Shipyard had been involved in nuclear ship programs since 1954. Following an announcement at the 20th party congress in February 1956, the yard laid the keel for the nuclear-powered icebreaker Lenin in August of that year. The Lenin was completed in September 1959, having been fueled and tested at the shipyard during the summer of that year.

To support this venture, the shipyard modified an uncompleted cargo ship, the Lepse, starting in October 1954. The Lepse was hauled up on an inclined shipbuilding way and converted to provide "total afloat support for the Lenin," which included the storage, transportation, and handling of special materials required for the nuclear propulsion system. It also served as a mobile hub for auxiliary steam, electric power, and repair facilities. By 1968, the shipyard also had one Zeya-class nuclear support ship and four barges dedicated to the construction of nuclear-powered ships.

While the Baltic shipyard nearby also possessed a similar assembly facility, the report concludes that it had not been updated and was likely used only to modify existing diesel-powered submarines, leaving the nuclear burden to Admiralty.

Industrial capacity at the Leningrad site was viewed as superior to other yards due to its position in the center of the city's shipbuilding and industrial hubs. While other yards typically produced one submarine every two years per assembly way, the CIA estimated that the Admiralty yard, with its two assembly ways, was capable of producing 1.5 to two submarines per year. However, the report cautions that this peak rate would likely not be achieved for several years. Based on the data available in May 1968, the analysts expressed doubt that more than 15 units of this specific attack class would be produced by 1975.
