Project SUNSHINE harvested bones from the young without family consent

Families were never asked for permission when government researchers collected bones and teeth from the young to track how Strontium-90 dispersed globally.

The National Archives catalog entry for "Records Relating to Fallout Monitoring and Studies" describes a collection that maps the invisible drift of the atomic age. The file's catalogue entry records that this series contains materials related to "the monitoring and studying of the effects of radioactive fallout from nuclear testing and the evaluating of potential fallout consequences resulting from nuclear war." Among the contents are letters, reports, bulletins, and technical reports prepared by contractors for the Division of Biology and Medicine (DBM).

Central to these records is Project SUNSHINE. According to the public record, this series of research studies began in 1953 to determine the impact of radioactive fallout on the global population. The primary concern was the isotope Strontium-90 (Sr-90), which the project identified as a significant threat to human health. Because Sr-90 mimics calcium, it settles in the bones and teeth of the living. To measure its dispersion, Project SUNSHINE sought to analyze the tissues and bones of the dead, with a specific focus on the young, whose developing skeletal systems were most susceptible to accumulating the isotope. The public record notes that many of these samples were obtained without the permission of the deceased's relatives.

General Mills and the Division of Biology and Medicine

The catalog entry lists the contractors who provided technical reports to the DBM. While the presence of The RAND Corporation is expected given its role in Cold War strategic analysis, the record also identifies the "Mechanical Division of General Mills" as a contributor. The nature of the work performed by a food processing giant's mechanical division for a nuclear biology program is not detailed in the catalog description, but its inclusion alongside RAND suggests a partnership involving specialized technical or industrial capabilities required for fallout study.

These technical reports are housed alongside a wider array of materials: transcripts, notes, publications, maps, and photographs. The breadth of the collection suggests that the DBM was not merely tracking a single isotope, but was managing a comprehensive data-gathering operation on the biosphere's reaction to repeated nuclear detonations of increasing yield.

From Operation IVY to PLUMBOB

To understand the fallout being monitored, one must look to the related archival series containing "Photographs of Nuclear Tests." These records, largely created by the Federal Civil Defense Administration (FCDA) and its successors, the OCDM and FEMA, provide the visual context for the data in the SUNSHINE files. The series documents a sequence of operations: IVY (1952), DOORSTEP (1953), CUE (1955), REDWING (1956), and PLUMBOB (1957).

Each of these operations contributed to the global background radiation that Project SUNSHINE was tasked with measuring. The movement from the 1952 IVY tests to the 1957 PLUMBOB tests represents a period of accelerating yields and increasing atmospheric contamination. The photographs of these tests serve as the evidence of the events that necessitated the DBM's subsequent biological surveys.

John W. Gofman and Carcinogenesis

Parallel to the administrative and operational records are the "Medical Physics Research and Development Records of John W. Gofman." While the SUNSHINE files track the movement of Sr-90 through populations, Gofman's records focus on the cellular consequences. The catalog entry specifies that Gofman's work involved "biological hazards associated with radiation," with particular attention paid to "x-ray spectroscopy work, carcinogenesis, cancer theory, chromosomal pathways, chemotherapy, and lipoproteins."

This intersection of medical physics and biological hazard research suggests a transition from simply measuring the presence of fallout to attempting to understand the mechanisms by which it triggers malignancy. Gofman’s focus on chromosomal pathways indicates an effort to quantify the genetic legacy of the tests recorded in the FCDA photographs.

Not all the records are technical. The "General Correspondence" series for the division documents the friction that accompanied this research. The catalog entry explicitly mentions "controversies concerning nuclear fallout and thermal pollution," as well as the administration of biomedical research programs funded by the Commission.

There is a visible shift in the record's trajectory toward the end of the era. The "Joseph A. This regulatory focus is mirrored in the General Correspondence, which records the implementation of the National Environmental Policy Act.

These files collectively document a pivot from a period of secret biological sampling and high-yield atmospheric testing toward a framework of environmental law and occupational health and safety. The records leave a gap between the technical necessity of measuring Sr-90 in human bone and the legal requirements of pollution control, leaving the question of how the AEC reconciled the two.
