According to a program description mirrored by the Federation of American Scientists (FAS), the Defense Advanced Research Projects Agency (DARPA) sought to develop a family of Micro-Air Vehicles (MAVs) capable of operating where larger drones—and human eyes—could not go.
This was not a project for high-altitude surveillance or border patrolling. The MAV program was explicitly designed for the "emerging urban warfighting environment." It does not specify which "services" received the technology—whether it was the Army for urban breaching, the Air Force for specialized reconnaissance, or an intelligence agency for the "covert imaging" the program so highly valued.
