A $40 million budget increase. That is the figure the House Intelligence Committee directed for the upgrade of three specific sensor packages: SENIOR RUBY, SENIOR SPEAR, and SENIOR GLASS.

The document is a clinical ledger of technical needs, focusing on the radar emission monitoring electronic intelligence (ELINT) sensor package known as SENIOR RUBY, which is carried by the U-2R aircraft.

"Special" sensors

There is a particular kind of silence in the gaps of government record-keeping.
