Enemy commanders were rendered blind and mute by a surgical electronic attack system that converted radio transmissions into coordinates for missile strikes.
The EH-60L Blackhawk is recognizable by its external fuel pods, but its primary cargo in the late nineties wasn't troops or supplies. It was the AN/ALQ-151(V)3, known as the Advanced Quickfix (AQF). According to a 1997 Project Book from the U.S. Army Communications-Electronics Command (CECOM), mirrored on the FAS Intelligence Resource Program site, this system transformed the helicopter into a "self-contained, fully integrated division level asset" designed for a singular, violent purpose: the intercept, location, and elimination of the enemy.
"Steel on Target"
In the lexicon of the Army's C4IEW&S (Command, Control, Communications, Computers, Intelligence and Electronic Warfare and Sensors) program, the goal is not merely observation. The AQF was built to provide what the record calls "location accuracies sufficient for 'Steel on Target' requirements." This is the sanitized language of the kill chain. "Steel on Target" is the moment a signal—a radio transmission, a radar pulse, a frantic call for help—is converted into a coordinate, and that coordinate is converted into a missile strike or an artillery barrage.
The system didn't just watch; it acted. The AQF was capable of conducting "surgical or ‘smart’ electronic attack against designated targets." In plain English, this means the ability to reach into the ether and silence the opposition. By jamming command and control nets or fire control systems, the AQF rendered the opponent blind and mute before the "steel" ever arrived. It was a weapon designed to isolate a commander from his troops and a battery from its targets, ensuring that by the time the physical attack began, the defense had already been dismantled in the electromagnetic spectrum.

Efficiency in modern warfare relies on the erasure of gaps. The Advanced Quickfix did not operate in a vacuum; it was a node in a wider, hungry network. The FAS mirror describes a "netted configuration" where the QUICKFIX systems interfaced with TRAILBLAZER and TEAMMATE, providing connectivity to the Technical Control and Analysis Center (TCAC) and ASAS.

The Prophet Transition
For a time, the Army procured 66 of these systems. They were the organic capability of the division commander, a tool to "listen to, locate... or render ineffective" any signal that crossed the horizon. The transition from the standard Quickfix (AN/ALQ-151 (V)2) to the Advanced Quickfix was an evolution of lethality, moving toward a more integrated, more "surgical" application of electronic power.
However, by mid-1999, the era of the Quickfix ended. The FAS record states that both versions of the Ground Based Common Sensor and the Advanced Quickfix program were "replaced by the Prophet System."
