Rudy de Leon mandates secure grid to eliminate warfighting lag

Names of the officers tasked with securing the global grid remain hidden in a catalogue entry, leaving it unclear if the 2000 push for interoperable data ever succeeded.

The National Security Archive holds a catalogue entry for a memorandum dated June 16, 2000. It is signed by Rudy de Leon, the Deputy Secretary of Defense. The entry identifies the subject as Department of Defense Chief Information Officer Guidance and Policy Memorandum No. 6-8510, titled "Department of Defense Global Information Grid Information Assurance."

According to the archive's description, this guidance was designed to provide "direction and [assign] responsibilities for secure, interoperable information capabilities that meet both warfighting and business needs."

The Global Information Grid, or GIG, as it was termed at the turn of the millennium, is now known as the Department of Defense Information Network (DODIN). Public records describe the GIG as an all-encompassing communications project. It is a worldwide network of transmission and processing capabilities, involving not only the hardware of electronics and informatics but also the personnel who collect, process, safeguard, and manage that data. It was designed to make information immediately available to military personnel, those responsible for military politics, and support staff.

"Warfighting and Business Needs" The memorandum’s stated goal of balancing "warfighting and business needs" suggests a period of internal transition. In the lexicon of the Department of Defense, "business needs" often refers to the administrative, logistical, and financial operations required to keep a global military functioning. "Warfighting," conversely, refers to the tactical application of force.

The GIG was intended to bridge these two worlds. As the most visible manifestation of "network-centric warfare," the grid aimed to allow warfighters to access information on demand, removing the lag between intelligence gathering and kinetic action. When the Deputy Secretary of Defense calls for "information assurance," he is calling for a guarantee that this bridge is secure. If the transmission of data is interrupted or compromised, the "network-centric" advantage evaporates.

June 16, 2000 The date of the memorandum places it in a window of escalating concern regarding systemic vulnerabilities. Within a few months of de Leon’s directive, the Office of the Inspector General for the Nuclear Regulatory Commission would issue report OIG-00-A-02, which examined the NRC's efforts to protect its critical infrastructure under Presidential Decision Directive 63.

Similarly, by November 2000, the CIA was producing intelligence reports, such as CTC 00-400117, describing Osama bin Ladin’s terrorist operations as "meticulous and adaptable." The military was not merely managing a network; it was attempting to secure a global grid while the nature of the threat was shifting from state-actor conflicts to the adaptable tactics of non-state actors.

The broader effort to secure these networks is evident in other records from the period. The Information Assurance Technology Analysis Center was publishing its IA Newsletter (Vol. 3, No. 3) in the summer of 2000, indicating that "information assurance" was a dedicated field of study and communication within the defense community.

The memorandum he signed sought to assign specific responsibilities for the GIG's assurance. However, because the record available is a catalogue entry rather than the full memorandum and its attachments, the specific names of the officers or departments tasked with these responsibilities are not listed.

We are left with the high-level objective: "secure, interoperable information capabilities." The word "interoperable" is key. It implies that different branches of the military and different types of technology—from satellite communications to ground-based electronics—must be able to talk to one another without friction. Other records, such as the 2004 DTIC report on satellite communications operating together for national defense, suggest that this struggle for interoperability continued long after the June 2000 memo.

The archive also contains references to other disparate legal and administrative struggles from this era, such as the case of Armando Fernandez-Larios and various district court filings in Illinois. There are also records of an EPA Administrator meeting in March 2025, though that falls well outside the timeline of the GIG's initial policy push.

The catalogue entry tells us that a policy existed to secure the grid, but it does not tell us if the "business needs" ever truly aligned with the "warfighting" requirements. It leaves open the question of whether the responsibilities assigned by de Leon were ever fully met, or if the "interoperable" dream remained a goal on a piece of paper.
