A 5-ton truck cannot go faster than 44 miles per hour on a secondary road if it is carrying the AN/TLQ-33. It is a slow, heavy, and singular piece of hardware. According to a program description mirrored by the FAS Intelligence Resource Program, the AN/TLQ-33—known as the Army HF Electronic Warfare System (AHFEWS)—is a "one of a kind" asset. It does not exist in a fleet. There is only one, and it is assigned to the 201st MI Battalion of the 513th MI Brigade.
The system is a composite of four distinct subsystems. It uses the AN/TSQ-177 Communications Control Set and the AN/TRX-2 Target Recognition System to find "threat HF emitters." Once those emitters are detected and acquired, the system switches from electronic support to electronic attack, employing the AN/GLQ-14 Transmitting Set and the AN/GLQ-15 Transmitter to neutralize them. In plain English: it finds a radio signal and then jams it.
Residual Assets
The most striking detail in the FAS record is not what the AHFEWS does, but where it came from. The system was not the result of a clean procurement cycle or a fresh design meant to meet a new threat. Instead, the file records that in May 1992, by direction of the DA DCSOPS and VCSA, the AHFEWS was to be built from the "residual assets of a terminated SAP."
In the world of military intelligence, SAP stands for Special Access Program—the deepest level of secrecy, where the existence of the project itself is often a secret. The government didn't just close a secret program; it scavenged the remains. It took the leftovers of a dead project and repurposed them to satisfy what the record calls "outstanding EAC HF electronic warfare requirements."
This "urgent" need was identified by the commanders of EUCOM, CENTCOM, SOUTHCOM, SOCOM, and USFK. The Army essentially kit-bashed a one-of-a-kind weapon from the ghosts of a previous secret operation to satisfy five different regional commands. The official requirement document for this patchwork system was finally issued in October 1993.
Six C-5 Missions
Moving a system like the AHFEWS is a logistical nightmare. Because it is comprised of a mix of shelter sets mounted on trucks and various support equipment, it cannot be moved by rail or helicopter. It requires heavy lift.
The FAS mirror notes that to airlift the entire system, it would require six separate C-5 missions. The C-5 Galaxy is the largest strategic airlifter in the US inventory; the fact that a single electronic warfare system requires six of them speaks to the sheer mass of the gear involved. If the Army only needs the Communications Control Set and the Target Recognition System, they can squeeze it into a single C-141 mission, but for the full capability—the attack and the support—the footprint is massive.
Maintaining such a specialized, singular system falls to the 35T. According to public records, the 35T is the Military Intelligence Systems Maintainer/Integrator. In the case of the AHFEWS, the 35T isn't just maintaining a standard piece of kit; they are keeping a frankenstein’s monster of terminated SAP assets operational in the field. When a part breaks on a one-of-a-kind system, you cannot simply order a replacement from a warehouse. You are maintaining a relic.
EUCOM, CENTCOM, and the Target Cell
Despite its clunky transportation requirements and its origins in a scrapped program, the AHFEWS is designed for high-level integration. It possesses secure organic communications for command and control, allowing it to feed data directly to a theatre TCAE or a J2/3 EW targeting cell.
These cells report to the Commander-in-Chief (CINC) of U.S. Commands or a Joint Task Force Commander. The AHFEWS is the tool used to find the signal, and the targeting cell is where the decision is made on how to exploit or destroy it. The system was fielded and tested between fiscal years 1996 and 2001, operating as a stand-alone unit capable of projecting electronic power across the high-frequency spectrum.
While the FAS record provides the technical breakdown of the AN/TLQ-33, it leaves a gaping hole regarding the "terminated SAP" of May 1992. There are related files in the US National Archives under "Secret General Correspondence" (NAID 1744245), but the specific nature of the program that was killed—and whose assets were salvaged to build the AHFEWS—remains unnamed in this text.
