Three-man teams risked hostile fire to fly 8.5-pound reconnaissance tools

8.5 pounds. That is the total takeoff weight of the Pointer, including its payload. It is a hand-launched, low-cost reconnaissance vehicle designed to serve as an "eye in the sky" for maneuver battalion commanders.
According to a program description mirrored by the FAS Intelligence Resource Program, the aircraft is powered by a 300-watt electric motor with a folding pusher propeller. It is a creature of composite materials, assembled from six interchangeable parts, with a nine-foot wingspan and a six-foot fuselage. Its primary function is the delivery of real-time, high-resolution video imagery via either a color TV camera or a black-and-white low-light-level TV camera.

The document frames the Pointer's specifications as a series of efficiencies. The system is praised for its "low cost, rapid response time, minimal crew, and limited logistics burden." In the language of the military record, these are the positive aspects. But for those on the receiving end of the gaze, the "minimal" nature of the system is precisely what makes it a tool of intrusion. Its small size and battery-driven engine make it "very difficult to see or hear," allowing it to perform surveillance missions without the immediate detection that usually accompanies the presence of an observer.
Public records indicate the Pointer was designed by AeroVironment Incorporated, a company once led by Paul MacCready, who is known for the human-powered Gossamer Condor. There is a stark dissonance between the spirit of human-powered flight and this transition toward the robotic. The Pointer represents a shift where the human is no longer the pilot, but the handler, stripped of the physical experience of flight and reduced to a spectator of a screen.
The Three-Man Operations Team
While the drone itself is designed to avoid endangering ground personnel, the people operating it remain exposed. The FAS description notes that a Pointer package includes three UAVs and a man-portable ground control station, operated by a three-man team. To keep a single aircraft airborne for the duration of a mission, this team must exist in a "state of constant launch, control, and recovery."
This is where the "limited logistics burden" meets the reality of the field. The record is candid about the vulnerability of these operators: "If they come under hostile fire while servicing the UAVs, launch and recoveries may be delayed or terminated until it is relatively safe to resume operations." The human operators are a bottleneck, a fragile link in the chain of surveillance. They are tasked with the repetitive, manual labor of keeping the "eye" open, while the commander in the rear consumes the video feed.
"Real World" Uses
The record also exposes the technical frustrations of the era. Despite its utility in daylight and twilight, the Pointer is described as having "significant" negative aspects. Specifically, the users determined that the system required improved navigational and night imagery capabilities. Without the ability to see in the dark, the document concludes that the aircraft "will have limited 'real world' uses."
This obsession with "real world" utility is the driving force behind the demand for further miniaturization. The document notes that because the Pointer is so small, "increased payload size may never be possible," and that further advances in technology are required before additional features can be added to increase the vehicle's capability. It is a cycle of constant upgrade, where the limitation of the hardware is seen as a problem to be solved by more sophisticated engineering.
