Naval Security Group mapped emitters across 5,000 kilometers via AN/FRD-10

Sailors, pilots, and diplomats were reduced to emitters and tracked without consent by a global net that mapped their existence.

A circle of wire and steel, spanning four hundred meters in diameter, sits etched into the earth like a giant's thumbprint. To the locals in Brawdy, Wales, or Keflavik, Iceland, it is an "elephant cage." To the Naval Security Group (NAVSECGRU), it is the AN/FRD-10, the physical heart of a system known as CLASSIC BULLSEYE.

The FAS Intelligence Resource Program maintains a catalogue entry for this system, describing a global network designed for the strategic collection of intelligence and the precise location of emitters. It is a tool of High-Frequency Direction Finding, or HF-DF—colloquially termed "huff-duff." The objective is simple: intercept voice and message traffic transmitted on short-wave channels and determine exactly where that signal is coming from.

Elephant Cages

The scale of the AN/FRD-10 is a study in total capture. According to the FAS record, the station is centered around an operations building where intercept operators work, surrounded by two concentric rings of antennae. The inner ring, designed to monitor shorter wavelength signals, measures roughly 230 meters in diameter and consists of some 40 folded dipoles. The outer ring, which handles longer HF wavelengths, expands to about 260 meters and contains 120 sleeve monopoles.

To ensure the precision of the geolocation, the system requires an aggressive level of isolation. The file notes that a large wire screen, held up by 80 towers, is positioned inside each ring. This screen shields the antennae from signals crossing the array, preventing interference that would otherwise blur the lines of bearing. The entire site is then wrapped in a horizontal ground screen, 400 meters wide, ensuring that the earth itself is harnessed to the mission of listening.

150 to 5,000 Kilometers

The physics of the huff-duff rely on the ionosphere. The system tracks "skywave signals," those radio transmissions that bounce off the upper atmosphere to travel far beyond the horizon. With a nominal range stretching from 150 to 5,000 kilometers, the AN/FRD-10 does not just listen to the neighborhood; it listens to the hemisphere.

Location is achieved through geometry. A single station can calculate a "line of bearing" from a transmitter. But when two or more stations receive the same signal, the intersection of those lines marks the target's position. The FAS description identifies two methods for this: multi-station azimuth triangulation and "precision single station location (SSL) capability."

Whether the target is a ship in the Atlantic or an aircraft over a contested border, the system is designed to function across both "normal and degraded communications modes." It employs adaptive reception and super-resolution direction finding techniques to ensure that no matter how the signal is sent, it can be found. There is a chilling efficiency in this. The transmitter believes they are sending a message to a specific recipient; they are unaware that their very existence is being mapped by a ring of steel in a place they have never visited.

Who is transmitting?

As a medical ethicist, I have spent years looking at the files of people who were treated as data points—patients in radiation studies or subjects in psychological warfare tests. They were stripped of their agency, their bodies turned into evidence for a state hypothesis. The AN/FRD-10 operates on a similar logic of erasure. The people transmitting these short-wave messages—the sailors, the pilots, the diplomats—are reduced to "emitters." They are not people; they are signal sources to be located.

This is the essence of the surveillance state: the removal of consent from the equation. The "huff-duff" does not ask for permission to locate; it simply calculates. The network is a global net, cast wide and held tight. The FAS catalogue lists the operating locations as a map of geopolitical dominance: NSGA Brawdy in Wales, NSGA Edzell in Scotland, NSGA Keflavik in Iceland, NSGA Rota in Spain, NSGA Hanza in Japan, NSGD Guam, NSGA Diego Garcia, NSGA Homestead in Florida, and NSGA San Diego in California.

From the shores of Japan to the forests of Scotland, the Naval Security Group built a perimeter of listening. This network, now referred to as FLAGHOIST, turned the ionosphere into a mirror that the government could use to track anyone who dared to speak into the air.

The record provided by FAS is a technical summary, updated as recently as November 26, 2001. It tells us how the rings were built and how the signals were caught, but it leaves a void where the human cost resides. It does not list the number of intercepts, the identities of the "emitters," or the consequences for those who were located. It only tells us that the 80 towers stood guard, and the ground screen remained in place, waiting for the next signal to bounce.
