According to a record mirrored by the FAS Intelligence Resource Program, this network is known as the Fixed Distributed System (FDS).
It is described as a "low frequency passive acoustic surveillance system" utilizing hydrophones that are "densely distributed on the sea floor." The intent is simple and total: the ability to detect, classify, and track movements in the dark. This is not a tentative experiment in sensing, but a functional reality. The record notes that the FDS "currently is operational" and has already proven its capacity to hunt "quiet submarines."
"Quiet Submarines"
The targets of this system are the ghost ships of the nuclear age—advanced-capability nuclear and diesel-electric submarines. For decades, the strategic gamble of the deep has been based on stealth, the idea that a vessel could vanish into the thermal layers and acoustic shadows of the abyss. The FDS is designed to strip away that anonymity.
The FAS mirror, citing a 1995 BBN Investor Relations Form 10-K, asserts that these results "validate the fact that acoustic ASW remains feasible" against the most sophisticated stealth technology. This was a "firm-fixed-price contract" for the provision of "armored fiber optic replacement cable." The work was to be performed in Portland, with a completion date set for December 1997. This detail—the use of a bulletin board system to secure the nervous system of an undersea surveillance net—underscores the invisibility of the project. BBN's role was to "define the overall operational concept" for the shore signal processing and to provide the software and training necessary to make sense of the noise coming from the sea floor. Even as the scale of the FDS SSIPS program was reduced from its original inception, BBN anticipated years of continued involvement.
This is the reality of the modern security state: a permanent, submerged presence that requires constant maintenance and software updates. The armored cables provided by Alcatel are the physical tethers that bind the deep ocean to the command centers in Arlington, Virginia, where the Space and Naval Warfare Systems Command manages the contracts.
