Air Force armed 577 trainer jets as A-37s to suppress irregular resistance

Families were displaced and landscapes scarred as the Air Force spent $164,854 per unit to turn student trainers into armed observation aircraft.

The T-37A "Tweet" first flew in 1955, entering Air Force service a year later. It was designed for the basics: aircraft handling, instrument flying, night flying, and the disciplined geometry of formation. For undergraduate pilots and tactical navigators, the Tweet was a classroom with wings, a place to learn the physics of the sky before being handed the keys to something more lethal. But by 1962, the classroom was being modified for a different kind of lesson.

"Underpowered"

The transition from a trainer to a weapon began with the YAT-37D. Two prototypes were carved out of existing T-37s, repurposed for what the FAS mirror describes as the "counterinsurgency role." In the lexicon of mid-century warfare, counterinsurgency is a polite term for the effort to suppress irregular resistance, often involving the systematic application of force against populations deemed unstable or hostile.

The OA-37 was not merely a scout; it was a hybrid. By combining the ability to watch with the ability to strike, the Dragonfly became a tool of persistent surveillance.

According to the FAS program description, the OA-37 replaced the aging O-2A in the early 1980s. The shift from the O-2A to the OA-37 represents a professionalization of the observation role, moving from a simpler platform to one derived from a combat-proven attack jet. The aircraft continued to serve in Air Guard and Reserve units throughout the 1980s, maintaining a presence as an observation platform long after the primary conflict in Vietnam had ended.

There is a particular cruelty in the evolution of the Dragonfly. It began as the "Tweet," a bird of learning, and ended as a predator of observation. The crew remained, as the record notes, a "student pilot and instructor pilot," suggesting that even in its armed observation role, the aircraft maintained the staffing of a trainer. The pedagogical relationship of instructor and student was simply transposed into the environment of a combat zone.

$164,854 per unit

The technical specifications listed in the FAS mirror provide a skeleton of the machine: a length of 29 feet, 3 inches, a wingspan of 33 feet, 8 inches, and a ceiling of 35,000 feet. It could hit speeds of 315 mph at sea level. It was a compact, efficient piece of hardware, priced at a unit cost of $164,854.

While the FAS mirror focuses on the mechanical and the fiscal, other archives hint at the broader trajectory of this kind of surveillance.
