The OC-135B is a modified WC-135B, a plane built for watching. Its purpose is defined by the Open Skies Treaty, signed on March 24, 1992, which allows for nearly unrestricted aerial data collection flights over the territories of the United States and 26 other signatory nations. On paper, these flights are intended to "enhance mutual understanding and confidence." In practice, they are unarmed reconnaissance missions that turn the sky into a shared ledger of military movements.

The aircraft is designed to provide every participating country, regardless of its size or power, a direct role in gathering information on military forces and activities that cause them concern. Yet, the hardware itself tells a more familiar story of intelligence gathering, utilizing a platform already steeped in the history of atmospheric and electronic spying.

Four cameras in the rear

The physical transformation of the WC-135B into the OC-135B focused on the acquisition of imagery. The FAS mirror describes modifications that centered around "four cameras installed in the rear of the aircraft." To ensure these cameras could function, the Air Force installed an auxiliary power unit, a sensor operator console, and a flight following console.
