"Wet-film development"
According to a program description hosted by the FAS Intelligence Resource Program, the transition to the Podded Reconnaissance System (PRS) was driven by a fundamental frustration with the physical limits of chemistry. For decades, aerial reconnaissance relied on film—a process that required the aircraft to return to base, the canisters to be retrieved, and the images to be processed in a darkroom. The FAS record notes that these "tactical film systems cannot meet the reconnaissance needs of tactical commanders due to lack of timeliness and cumbersome support requirements."
In the logic of the military, timeliness is not merely a convenience; it is a requirement for lethality. The shift to the TARS/PRS system replaced the darkroom with a "photo-sensitive computer chip," allowing for the digital storage of entire images. This eliminated the need for "time-consuming wet-film development," moving the intelligence cycle from the pace of a chemical reaction to the speed of a data transfer. The goal was "Near Real time (NRT)" reporting, ensuring that the distance between the sight of a target and the order to strike it was shrunk to the smallest possible margin.

F-16C Block 30
The technical implementation of this system centered on the 192nd Fighter Wing of the Virginia Air National Guard. The PRS was integrated onto F-16C Block 30 aircraft, utilizing 20 podded systems equipped with embedded electro-optical (EO) sensor suites. The hardware was designed for maximum efficiency and minimum interference with the aircraft's primary weapon systems. By carrying the pod on the centerline, the F-16 could remain "fully armed and able to support air-to-air and air-to-ground missions while gathering intelligence imagery."
This is the essential duality of the system: the aircraft does not have to choose between being a spy and being a killer. The pod’s capacity was significant for its time, capable of taking two to three pictures every second and sending those single-frame images to a recorder that could store 12,000 images. This data was managed through five transportable Squadron Ground Stations, ensuring that the intelligence could be processed and disseminated wherever the wing was deployed.
"Under-the-weather"

The intent was to move beyond simple framing and toward a more complex, multi-angled view of the battlefield. This expansion was coupled with provisions for a P3I (Pre-Planned Product Improvement) Common Data Link, designed to further accelerate the flow of imagery from the pod to the commander.
