South Korean officials bought US systems that failed 12 contract requirements

South Korean officials ignored internal warnings that an American system was inferior to rivals to ensure data flowed seamlessly into the American intelligence ecosystem.
The Hawker 800 is a mid-size corporate jet, the kind of aircraft designed to ferry executives between boardrooms in quiet, leather-appointed luxury. But according to a program description hosted by the FAS Intelligence Resource Program, Raytheon Aircraft transformed this business tool into a series of "Special Mission Aircraft." In the case of the Republic of Korea, this transformation took the form of a project known as Peace Krypton.
Compatibility over Quality
Before the Peace Krypton system was finalized, the South Korean government pursued the Paekdu project, a $210 million plan initiated in 1991 to acquire a communications monitoring reconnaissance plane. By June 1996, the government's own analysis team, led by Deputy Minister of National Defence Lee Jong-lin, had reached a conclusion: the contract offered by the American firm E-Systems was inferior to those proposed by Israel's Rafael and Thompson of France.
Despite this internal assessment, the Defence Intelligence Headquarters (DIH) opted for the American system. The justification provided was not based on performance or cost—the American system was, in fact, more expensive—but on a need to ensure "compatability with USFK systems" and the claim that quality was "guaranteed by the U.S. government."
This logic—prioritizing interoperability with U.S. Forces Korea over the technical merits of the hardware—is a recurring theme in the procurement of surveillance tools. It ensures that the data collected by an ally flows seamlessly into the American intelligence ecosystem, regardless of whether the equipment is the best available on the global market. In the case of the Paekdu project, this loyalty to the U.S. supply chain came with a price. By December 1997, the management team disclosed that the aircraft and systems had failed to meet 12 requirements of the contract.

Fixed Targets and Moving Indicators
While the Paekdu project faltered, the Peace Krypton system moved forward. On October 10, 1996, E-Systems was awarded a $135,292,056 firm fixed price contract to modify four Hawker 800XP aircraft. These were not search-and-rescue planes; they were tasked with "signal reconnaissance missions."
Internally, Lockheed Martin referred to this as the Eagle program. The objective was to collect reconnaissance imagery during long-range missions using a Synthetic Aperture Radar (SAR) system. The FAS record describes a technical setup designed for relentless observation: the system processes and transmits FTI (Fixed Target Imagery) and MTI (Moving Target Indicator) data.
This capability allows an operator to distinguish between a stationary building and a moving vehicle through day, night, or all-weather conditions. To support this, the Peace Krypton system was divided into four subsystems: the Aircraft Element (AE), the Central Exploitation Equipment Subsystem (CEES), the Mobile Exploitation Equipment Subsystem (MEES), and the Support Element (SE). The CEES and MEES provided the ground-based infrastructure—servers, computers, and shelters—necessary to turn raw radar returns into actionable intelligence.

There is a curious duality in how these modified Hawkers are presented. In the Republic of Korea, they are tools of signal reconnaissance. In Japan, the U-125A variant is framed as a humanitarian asset. The Japan Air Self Defense Force (JASDF) uses the U-125A for search-and-rescue and flight inspection, equipped with large observation windows, a Toshiba 360-degree radar, and a flare and marker-buoy dispenser.
The record cites a specific instance of this utility: in 1996, a Japanese U-125A located a foundering Russian cargo vessel in the Sea of Japan. Using its belly-mounted search radar and forward-looking infrared thermal imaging, the aircraft helped save the lives of 22 Russian civilian sailors. The U-125A is even equipped with a life-raft packed in a tube that discharges through the mainwheel bay, requiring the undercarriage to be lowered for deployment.
This humanitarian capability serves as a useful public face for a platform that can just as easily be tuned for surveillance. The Hawker 800XP, with a certified ceiling of 41,000 feet and a max cruise speed of 466 knots, is an ideal platform for any mission that requires loitering over a target area without drawing the attention that a traditional military drone or a heavy patrol plane might attract.
Whether the aircraft is dropping life rafts for sailors or transmitting MTI data to a ground exploitation facility, the core technology remains the same: the ability to see what is happening on the surface from the safety of the stratosphere. The FAS record leaves the ultimate fate of the Paekdu project's 12 failed requirements unresolved, noting only that the Republic of Korea eventually purchased four additional Hawker 800XP aircraft for similar purposes.
