Those watched from 13,000 feet remain unknown, as SAIC built drones that could be hauled behind a nondescript van and operated by two people to watch without being seen.
The Ultrasport 496 is a sport helicopter, the kind of light aircraft designed for the recreational pilot. But in the hands of Science Applications International Corporation (SAIC), this commercial airframe became the basis for the Vigilante, a family of Optionally Piloted and Unmanned Aerial Vehicles (UAV).
According to a program description mirrored by the FAS Intelligence Resource Program, the Vigilante is a "fully capable UAV system" that bridges the gap between a piloted aircraft and a drone. It is a piece of surveillance hardware designed to be unremarkable, stripped of the dramatic profile of a Predator or a Global Hawk, and instead built for the kind of agility and portability that allows it to disappear into the landscape.
"Towed by auto/truck/van"
What makes the Vigilante particularly unsettling is not its ceiling or its speed, but its logistics. The FAS record notes that the system is "easily transported via trailer towed by auto/truck/van." This is not a platform that requires a sprawling military airfield or a dedicated logistics chain. It is a surveillance tool that can be hauled behind a nondescript Ford Econoline and deployed in a parking lot or a field.
This portability collapses the distance between the state and the street. When a reconnaissance platform can be moved by a standard vehicle, the reach of the observer is no longer limited by the proximity of a base. It can be parked anywhere, launched anywhere, and operated by a skeleton crew. The record explicitly states that the Vigilante "can be operated by as few as two people."
In the public record, aerial reconnaissance is defined as the use of aircraft for military or strategic purposes, including the collection of imagery intelligence and the observation of maneuvers. When that capability is scaled down to a trailer-towed sport helicopter operated by two people, the "strategic purpose" begins to look a lot more like domestic persistence. The ability to hover and observe without the footprint of a traditional military operation is a specific kind of power—the power to watch without being seen as a watcher.
The Vigilante 502
The FAS mirror describes two distinct variants of the craft, both sharing a maximum gross weight of 1,100 pounds and a 23-foot main rotor diameter. The first, the Vigilante 496 OPV, is an "optionally piloted or an autonomously UAV." It uses a Hirth engine, provides about five hours of endurance, and can carry a 300-lb payload. It is a hybrid, a machine that can either carry a human operator or be flown by a remote link.
Then there is the Vigilante 502. This variant is a "UAV only aircraft."
In the 502, the human is removed entirely from the cockpit. To compensate for the lack of a pilot, the craft is streamlined for "improved aerodynamic performance," reaching a maximum true air speed of 117 knots—significantly faster than the 75 knots of the 496. Its ceiling is pushed to 13,000 feet. While its payload capacity drops to 150 lbs, its fuel capacity doubles to 36 gallons, housed in what the record calls a "crashworthy fuel system" powered by a Rotax 914 turbo engine.
This shift from the 496 to the 502 tracks a wider trend in the history of state observation: the systematic removal of the human observer from the site of the observation. By trading payload for speed and endurance, the 502 becomes a more efficient ghost, a machine that can loiter at 13,000 feet, well above the casual gaze of those on the ground, while streaming data back to its two-person crew.
Two people and a trailer
Both variants feature a shrouded tail rotor and an enclosed drive shaft in the tailboom, which the record claims is for "safety." In the context of a commercial sport helicopter, safety is a selling point. In the context of a SAIC-developed surveillance platform, safety for the operator often translates to the ability to operate in tighter, more precarious environments.
The Vigilante is "reconfigurable for variety of datalinks and payloads," meaning the 150- to 300-lb capacity can be filled with whatever the mission requires—high-resolution cameras, signal interceptors, or other sensors. Because the system is based on a commercially available airframe, it possesses a built-in camouflage. It does not look like a weapon of war; it looks like a hobby.
We are left with a technical profile of a machine designed for stealth through mundanity. The FAS page, updated as recently as June 24, 2003, points to the existence of two SAIC PowerPoint presentations—a "System Overview" and a "What is Vigilante?" file—but the presentations themselves are not included in the archive. The record tells us what the Vigilante is and how fast it can fly, but it remains silent on exactly where these trailer-towed drones were deployed and who was being watched from 13,000 feet.
