Enemy soldiers were severed from their units by a predatory system that intercepted tactical communications and then silenced them to control the flow of truth.

Two M151 Jeeps and two M416 towed trailers. That was the original footprint of the AN/TLQ-17, a system the military gave the evocative name TRAFFICJAM. It is a tactical communications jammer, a tool designed for the singular purpose of ensuring that the other side cannot speak, cannot coordinate, and cannot hear. In the world of electronic warfare, silence is not a void; it is a weapon. When you jam a frequency, you aren't just blocking a signal; you are imposing a state of isolation on the enemy, severing the ties that bind a unit together in the heat of a conflict.

Two M151 Jeeps

The technical evolution of TRAFFICJAM, as recorded in a program description from the FAS mirror, reads like a ledger of obsolescence. The system began with the M151 Jeep, a staple of mid-century American military mobility. But technology moves faster than the chassis it sits upon. When those Jeeps became obsolete, the military didn't rethink the need for jamming; they simply changed the ride. The AN/TLQ-17A(V)1 was reconfigured into a (V)3, shifting the electronics into an S-250 shelter and utilizing a Commercial Utility Cargo Vehicle (CUCV).

There is something telling about the shift to the CUCV. The move toward commercial-off-the-shelf vehicles suggests a desire for rapid, cheaper procurement—a way to keep the silencing hardware moving without the lag of bespoke military vehicle production. This transitional phase was short-lived. Once the Highly Mobile Multipurpose Wheeled Vehicle (HMMWV)—the Humvee—was approved for Army use, the CUCV was discarded in favor of the more robust platform. The hardware evolved, the vehicles grew larger and more imposing, but the objective remained the same: the tactical suppression of communication.

Operation Desert Storm

The timeline provided by the FAS mirror shows a steady march toward readiness. In March 1985, the PIP 1-85-07-0491 was approved. By April, AR 70-15 was waived. The bureaucratic machinery ground forward until October 1988, when the first CUCV version of the (V)3 began fielding. This process was completed by May 1989, followed by the HMMWV fielding between fiscal years 1990 and 1992.

This window of deployment coincided precisely with the build-up and execution of Operation Desert Storm. While the public record of the Gulf War often focuses on the visual spectacle of the "thousand-hour air war" or the rapid sweep of armored divisions, the silent war was fought by systems like TRAFFICJAM. The deployment of the AN/TLQ-17 meant that the tactical environment was not just a place of kinetic fire, but a place of managed noise. To jam a signal is to control the flow of truth on the battlefield; it is the power to decide who is left in the dark.

Long Range COMINT

As the system evolved, its capabilities expanded beyond simple interference. The record introduces the AN/TLQ-17A(V)4, known as SANDCRAB. While TRAFFICJAM was about the disruption of signals, SANDCRAB was about the acquisition of them. The SANDCRAB designation refers to a long-range COMINT and jamming system.

COMINT—communications intelligence—is the act of intercepting and analyzing messages. By pairing the AN/TLQ-17A(V)3 with an OE-317 antenna system, the military created a tool that could both listen and silence. The SANDCRAB didn't just stop the enemy from talking; it listened to what they were trying to say before, or while, it cut them off. This duality transforms the device from a simple shield of noise into a predatory tool of surveillance. The antenna system, the OE-317, became the sensory organ for this capacity, extending the reach of the jammer into the long range.

This progression reflects a broader trend in military ethics: the collapse of the distance between intelligence gathering and active interference. When the same platform that intercepts a plea for help or a tactical coordinate is the one that jams the response, the technical configuration becomes a moral statement. The user of the SANDCRAB holds the switch that determines whether a signal is recorded for intelligence or obliterated for tactical advantage.

Following the intensity of the early 90s, the management of the system shifted in June 1992 from PM SW to IMMC. By September 1995, the system received its Full Materiel Release. The final entry in the FAS record notes a transfer of the materiel to the USAR (United States Army Reserve) in fiscal year 1995. The record leaves the eventual fate of these units unsaid, noting only that they moved from the active front to the reserves.
