Four Airmen Killed Mapping Soviet Radar for Nuclear War

Pilot Bill Palm and three ELINT operators were killed in a 1960 Barents Sea crash that Strategic Air Command viewed as acceptable friction in the pursuit of invaluable data.

On July 1, 1960, an RB-47H reconnaissance aircraft was downed over the Barents Sea by a Soviet pilot named Vasili Poliakov. The aircraft was a modified strategic bomber, a machine designed to pierce the veil of Soviet airspace to see what lay beneath. When it went down, the cost was measured in lives: the pilot, Bill Palm, was killed, as were three other crewmembers. The FAS Intelligence Resource Program’s description of the RB-47 fleet records this incident as one of at least two planes lost while flying missions over the Soviet Union. Only two men survived the crash: the navigator, John McKone, and the co-pilot, Bruce Olmstead.

For the planners at Strategic Air Command, these losses were acceptable friction in the pursuit of "invaluable data." For the men in the cockpit, the data was a secondary concern to the physical reality of flying a massive turbojet into the range of enemy MiGs. This is the recurring theme of the RB-47's history: the tension between the high-altitude ambitions of military strategists and the fragility of the human beings tasked with executing them.

"The best of the B-47s"

According to the FAS mirror's program description, the Boeing B-47 Stratojet was the first all-jet production bomber in the Air Force, serving as the backbone of the fleet in the 1950s. While the standard B-47 was a medium bomber not intended for worldwide missions, its versatility allowed it to be twisted into several reconnaissance roles. The RB-47E was described as the "best of the B-47s," a designation that sounds more like a marketing slogan than a military assessment. This version was later modified into the RB-47K for the specific, sterile duties of photomapping and weather reconnaissance.

Then there was the ERB-47H. This model was an electronic reconnaissance version, designed to monitor enemy radio and radar stations. These planes operated from friendly countries to fly missions off the coasts of Russia, North Korea, and China. The FAS record notes a chilling detail: the reconnaissance version was the only plane that flew "actual combat missions that the military may have found necessary to perform in case of nuclear war."

In this context, the "combat" was not the dropping of bombs, but the act of being seen. The RB-47s were used to check weather along projected bombing routes and to map the very radar systems that would eventually shoot them down. The crews were essentially flying probes, sent out to test the limits of Soviet defenses. The consent for this risk was implicit in their commissions, but the disparity in value is stark: the data was "invaluable," but the operators were replaceable.

When the RB-47H went down in the Barents Sea, the loss was not limited to the pilot. The FAS description specifically mentions that the three ELINT—electronic intelligence—operators were also killed. These men were the ears of the aircraft, the technicians tasked with recording the invisible signals of Soviet radar. They sat in the belly of a 206,700-pound machine, listening to the enemy's electronic pulse, knowing that if the signal became too clear, it meant they had been detected.

This was not an isolated danger. The record mentions another incident involving an RB-47E during a photographic mission over the Soviet Union. That aircraft was intercepted and fired upon by Soviet MiGs, sustaining wing damage. It only survived by outrunning its pursuers at altitude and limping back to its base in the United Kingdom.

There is a profound silence in the files regarding the psychological state of these crews. We see the specifications and the casualty lists, but not the moments of realization when a MiG appears on the horizon. We are given the names of the survivors—McKone and Olmstead—and the name of the pilot who died, Bill Palm. The ELINT operators, however, are grouped together as a category of loss, their individual identities submerged into their professional function.

Six Engines and a Service Ceiling

Technical specifications often serve as a mask for human vulnerability. The RB-47 was powered by six General Electric J-47-GE-25 turbojet engines, capable of a combat speed of 557 mph at 38,500 feet. It used JATO (Jet Assisted Take-Off) rocket motors to get its massive frame into the air, reaching a service ceiling of 40,500 feet.

On paper, these numbers suggest a dominant machine. In practice, they defined the parameters of a trap. A service ceiling of 40,000 feet is a precarious height when the opposition is developing faster interceptors and more precise surface-to-air missiles. The RB-47 was a bridge between the propeller-driven era and the age of stealth, and the crews paid the price for being the transitional generation.

The mission was simple: map the way for a nuclear apocalypse. The RB-47s provided the coordinates for a war that the world hoped would never happen, and in doing so, they became the first casualties of a conflict fought in the electromagnetic spectrum.
