Navy crews fought a 13-minute race to turn flight deck film into actionable data

Hostile targets were quickly neutralized as the Navy traded a frantic film processing window for digital imagery that sent coordinates to munitions in near-real time.
It is a 17-foot, 1,850-pound gray pod made of aluminum. Inside this shell, manufactured by Grumman, three camera sensors are mounted in sturdy racks, designed to withstand the buffeting of winds at twice the speed of sound and the risk of being soaked by JP-5 jet fuel. This is the Tactical Airborne Reconnaissance Pod System, or TARPS, and according to a program page hosted by the FAS Intelligence Resource Program, it served as the primary organic reconnaissance asset for the Navy fleet.
13 Minutes to a Print
For years, the act of seeing from the air was a physical, chemical process. The TARPS pod carried three distinct eyes: a KS-87 frame camera for vertical and forward oblique shots, a KA-99 low-altitude panoramic camera, and an AAD-5 imaging infrared sensor for nighttime capture. When an F-14 Tomcat returned from a mission, the pod was opened and the film was rushed to processing.
The FAS mirror records a specific metric for this urgency: the shipboard record for turnaround, from the moment the aircraft landed to the production of a finished print, was 13 minutes. Once the images were captured, 3,350 feet of new film were loaded, and the aircraft was readied for another sortie. This was the speed of intelligence—a frantic race between the flight deck and the photo lab to turn a strip of acetate into actionable data.

Operation Deny Flight
By the early 1990s, the Navy had considered phasing out the F-14’s reconnaissance role in favor of the F/A-18 Hornet, but the demands of conflict proved the pod's persistence. During Operation Desert Storm in 1991, F-14s flew 781 TARPS missions. By April 1993, the focus shifted to Bosnia-Hercegovina under Operation Deny Flight.
Operating from carriers in the Adriatic Sea, these aircraft photographed hundreds of square miles of disputed territory. The FAS record notes that Intelligence Specialists used these images to provide senior decision-makers with the "location and types of belligerent arms, equipment, and forces." Because the TARPS pictures were unclassified, the European Command used them to brief the international press. It was a curated transparency, using the pod's eye to shape the public narrative of the conflict while simultaneously aiding strike team leaders in planning "contingency operations."
July 1993 in Mississippi
Not all targets were belligerent. In July 1993, record rainfalls devastated the Mississippi River Valley. In a two-day mission requested by the Federal Emergency Management Agency (FEMA), two F-14 Tomcats from Fighter Squadrons 103 and 143, based at Naval Air Station Oceana, flew reconnaissance over St. Louis, Missouri, and cities in Iowa.
In this context, the same aluminum pod used to track arms in Bosnia was deployed to help rescue and relief workers identify the hardest-hit areas. It is a striking duality: the same sensor suite used to coordinate naval gunfire could be repurposed for disaster relief, provided the request came from the right agency. The technology remained the same; only the intent of the gaze changed.
Digital Neutralization
As the 1990s progressed, the physical rush of film became a liability. The record describes "glitches" caused by the heat of the Arabian Gulf during Operation Southern Watch, where film moved from air-conditioned spaces to the flight deck would fog, jam, or adhere to surfaces.
The solution was the transition to digital imagery (DI). Using GENSER JDISS (Joint Deployable Intelligence Support System) and high-quality digitizers, the Navy began sending reconnaissance imagery in "soft copy in near-real time." This eliminated the need for hard copies and the logistical drag of flying prints to shore sites.
However, the shift to digital was not merely about efficiency; it was about the speed of the kill. The FAS page states that a principal use for the TARPS-DI pods was to "locate and identify hostile targets so they can be quickly neutralized by aircraft, cruise missile or naval gunfire strikes." With the addition of latitude and longitude data on each image, the distance between the observation of a target and its "neutralization" shrank. The ability to send a pilot back for another look via radio signal transformed the F-14 from a photographer into a real-time pointer for munitions.
While the Navy planned to build 24 of these digital pods by 2003 at a cost of $6-8 million, the platform itself was nearing its end. The record lists the assignments of various squadrons—the Bounty Hunters, the Jolly Rogers, the Pukin' Dogs—and notes that the Navy's 211 F-14As were scheduled to be phased out of service by 2004.
