People lived in the path of invisible isotopes, their health traded for data on weapons effects. For decades, the state measured the drift of radioactive clouds while calculating the acceptable loss of civilian life in a total war.
These calculations are indexed in a US National Archives catalogue entry for a series titled "Records Relating to Fallout Monitoring and Studies" (NAID 7525275). The file's catalogue entry records a collection of correspondence, memoranda, reports, transcripts, speeches, statements, charts, and lists. While the entries themselves are administrative, the scope of the work they describe is vast: the monitoring of radioactive fallout from nuclear testing and the evaluation of "potential fallout consequences from nuclear war."
"Fallout consequences"
To understand the "charts and lists" mentioned in the catalogue, one must understand the physics of the cloud. Nuclear fallout consists of residual radioisotope material created by the reactions of a nuclear explosion. The "controversies" mentioned across multiple series—from the general correspondence to the files of AEC official Gordon Dunning—suggest a recurring pattern: the agency tracking the spread of radiation while simultaneously managing the fallout of the public's reaction to it.
