A U-boat commander in the mid-Atlantic once believed his orders were wrapped in an unbreakable mathematical shroud. He was wrong, and that error cost him and his crew their lives.

In the trade, we call this the gap between perceived security and actual vulnerability. For the Axis powers during the second great war, that gap was a graveyard. When a commander receives a coordinate for a rendezvous or a target, he assumes the transmission is a private conversation between him and his high command. He does not realize that a third party is not just listening, but understanding. The result is not a tactical error, but a choreographed slaughter.

1942's Invisible Ear

I have been looking at the US National Archives catalog for a series titled "Studies on Cryptology." To be clear, I am reading the archival scope-and-content description, not the records themselves. The file's catalogue entry records that this series consists of copies of studies concerning the "development of cryptological organization, equipment and methods."

This is where the machinery of victory is mapped. The catalogue notes that some of these records specifically relate to the "breaking of German and Japanese codes during World War II by the United States and its allies." It mentions the "use of information obtained from intercepted messages."

There is a particular coldness to this description. "Use of information" is the sanitized language of the archives. In the field, it means knowing exactly where a convoy is sailing so you can sink it, or knowing a diplomatic lie before the ambassador even opens his mouth to tell it. The public record—most notably the 2000 film U-571—emphasizes the physical capture of hardware, like the Enigma machine, to achieve this. But the catalogue entry suggests a broader, more systematic effort: a series of studies on the methods of encoding and decoding that turned the tide of the war.

Recruiting the Experts

Intelligence is only as good as the people who can parse the noise. The National Archives holds related series that flesh out the human side of this technical war. One such series, the "Technical Industrial Intelligence Committee Lists of Expert Personnel," reveals how the state identifies and harvests talent.

According to the catalogue description, these lists contained civilians and military officers who were "already engaged, contacted, or under consideration for employment." These were the men who could see patterns where others saw gibberish. They were the assets the government needed to bridge the gap between an intercepted signal and an actionable intelligence report.

When you combine these personnel lists with the "Signals Intelligence (SIGINT) Product Files"—which the catalog describes as containing "correspondence, memorandums, reports, plans, noted, and background files related intelligence communications during World War II"—you see the full cycle of the trade. You identify the expert, you provide the equipment, you intercept the signal, and you produce the product. The "Studies on Cryptology" served as the theoretical backbone for this process.

Intercepted Orders

There is another related series in the catalog: "Correspondence, Reports and Related Records" concerning "enemy equipment." This is the hardware side of the ledger. To break a code, you often need the machine that made it. The interplay between the physical equipment and the mathematical studies is what allows a government to move from guessing to knowing.

The catalogue's description of the "Studies on Cryptology" is brief, but it points to a massive undertaking. It notes that the records cover "specific equipment and methods used for encoding and decoding." It does not specify which methods were most successful or which equipment proved the most fragile.

We are left with the high-level summary of a capability that decided the fate of millions.
